Rules for the 2010 Racing Season
NOTICE: NEW RULES FOR 2010 ARE IN CAPITAL LETTERS
INTRODUCTION
The GEORGIA MINI SPRINT ASSOCIATION will try to promote mini sprint racing as a fair and economical way to race and enjoy racing. We expect all members and nonmembers to follow the rules and conduct themselves in a professional manner at all times both at the tracks and in public. We will do our best to be as fair and understanding as the rules will allow. Any decision concerning enforcement of the rules will be discussed by all officials and the individuals involved before a final decision is made .We will not stop a race to discuss or to make a decision about a rules infraction. This will take place after the race is complete.
1.APPOINTMENT OF OFFICERS
Appointment of officers shall be done by the President and announced 1week prior to the appointment.

B. Establish the rules for the racing season for which they are elected

D. Settle all issues relating to competition infractions, track rules and disciplinary actions.
GENERAL RULES AND SPECIFICATIONS
8. Membership age.
A. In general the minimum age of a driver member will be 14 years of age. However, an underage driver that has had at least 4 years of racing experience in a competitive field of racing may be given an opportunity to drive in hot laps to allow the rules committee to evaluate their ability to handle the car. If it is determined that they are able to handle the car they may be allowed to run in a heat race, but must start at the rear of the field until it is determined that they have the ability to run in a crowd. This will be determined by the rules committee.
9. Application.
A. Every competitor is required to apply for a competition license from the association.
Dues are $100.00 yearly and run from Jan. 1 to DEC. 31. Dues must be paid for points to be counted AND FOR PURSE MONEY TO BE AWARDED. If dues are not paid by the FIRST race YOU WILL RECEIVE NO PURSE MONEY, OR POINTS.
GMSA OFFICIALS RESERVE THE RIGHT TO REFUSE OR REVOKE MEMBERSHIP APPLICATION FROM
ANYONE IF THAT INDIVIDUAL IS DEEMED TO NOT BE AN ASSET TO THE SPORT.
When you join the GEORGIA MINI SPRINTS ASSOCIATION you agree to assume all responsibilities and liabilities for all acts or activities of said member. All members are expected to become familiar with the rules and regulations and conduct themselves accordingly.
Past years champion shall recieve the next years membership for free.
10. Engines.
ENGINE PROTEST RULE: ANY COMPETITOR MAY PROTEST A FELLOW COMPETITORS ENGINE AS LONG AS BOTH FINISH IN THE TOP 6 IN THE FEATURE RACE AND IT IS APPROVED BY 4 OF 5 OFFICIALS.
THE PROTEST FEE WILL BE $1,500.00 CASH AND WILL BE PAID TO GMSA ON THE SPOT AND HELD UNTIL SUCH TIME AS THE ENGINE IN QUESTION IS INSPECTED FOR LEGALITY. IF SAID ENGINE IS LEGAL, IT WILL BE GIVEN BACK TO THE OWNER JUST AS IT CAME OUT OF THE CAR, AND THE MONEY,MINUS THE COST OF INSPECTION AND OTHER FEES WILL BE GIVEN TO THE ENGINE OWNER.IF THE ENGINE IS FOUND TO BE ILLEGAL, THE MONEY,MINUS THE COST OF INSPECTION, IS RETURNED TO THE CLAIMANT AND THE ENGINE OWNER IS RETURNED ONLY THE LEGAL PARTS FROM THE ENGINE. GMSA WILL RETAIN ALL ILLEGAL PARTS FROM THAT ENGINE.
THE PROTESTED ENGINE WILL BE SENT TO AN OUTSIDE ENGINE BUILDER FOR INSPECTION. THIS FEE IS ONLY FOR THE BASE ENGINE AND DOES NOT INCLUDE CARBS, OR INJECTION,
HEADERS, ELECTRONICS, OR AFTERMARKET OIL PANS.
A DRIVER MUST MAKE AN ENGINE PROTEST TO A GMSA OFFICIAL WITHIN 10 MINUTES OF
THE FINISH OF A FEATURE EVENT.
A DRIVER MAY ONLY PROTEST 2 ENGINES IN A YEAR.
ANY DRIVER REFUSING TO LET HIS ENGINE BE CHECKED WILL BE DISQUALIFIED FROM THAT
EVENT, RECEIVE NO PURSE OR POINTS, AND SUSPENDED FOR THE NEXT 2 SCHEDULED EVENTS
ALL ENGINES MAY BE CHECKED AT THE TRACK FOR BORE, STROKE AND COMPRESSION AS WE SEE FIT.
A. Any multi-cylinder four-cycle engine, not exceeding 600cc engineered to fit a factory mini sprint chassis will be allowed.
B. No modifications what so ever will be allowed to an engine that would give a horsepower advantage.
C. Must be changed over to run on alcohol.
D. Charging system must be hooked up and operational E. Fuel-injection is allowed. Must be stock injection FOR MAKE AND MODEL but can run fuel map
F. Stock ECU boxes only will be allowed with the exception of the 99' to 02 motors.
G. Honda F-2 and F-3 motors will be allowed to run as built motors for the 2010 season.
H. Oil pans may be modified.
I. Starting at the first race of 2010 we will allow the 99' to 02' engines to run a hot box. This is because these motors are down on horsepower to the newer motors a significant amount.
J. NO CURRENT YEAR ENGINES ALLOWED. MUST BE ONE YEAR OLDER THAN CURRENT YEAR

We have the equipment to check these specs on these motors and will do so. The number of cars checked will be determined before each race .
ANY DRIVER REFUSING TO LET HIS ENGINE BE CHECKED AT ANY TIME BY GMSA OFFICIALS WILL NOT BE ALLOWED
TO COMPETE, WILL BE TOLD TO LOAD HIS CAR, AND MAY BE ASKED TO LEAVE THE EVENT.
11. General Information.
A. Cars must have a cockpit operated electric starter and an onboard battery capable of starting a 600cc engine.
B. Must be chain driven off the original countershaft sprocket.
C. Engines must have been designed for street use on motorcycles ridden in U.S.
12. Transmissions.
A. No modifications can be done to transmission at all. Must be completely stock. MEANING ALL
GEARS MUST BE IN WORKING ORDER. NO REMOVING OR LIGHTENING OF ANY GEARS. F-2-3 ARE EXEMPT FROM THIS RULE. Shifting mechanism must be installed in cockpit.
B. After market clutch OK.
13. Roll Cage.
A. Roll cage shall be manufactured by one of the leading chassis builders and not home made
or modified in any way.
14. Bumpers.
A. Car must have bumpers that extend beyond the front and rear tires. Nothing may extend
beyond a tangent line from the outside edge of the tires to the bumpers. Nothing may
extend beyond the outside edge of the tires. No sharp corners or designs as to damage
a passing car or person.
15. Nerf Bars. A. All cars must be equipped with nerf bars. Nerf bars must extend to the inside edge of tires but cannot extend outside of tires.
16. Seat Belts A. Seat belts must be securely attached to the car and used at all times. 5--point seat belts
only are allowed. Belts are dated and must not exceed 5 years old. Belts found to be out of date, must be replaced within 30 days.
B. Belts found to be damaged must be replaced before car can return to the track.
17. Arm Restraints Arm restraints are mandatory and be worn at all times.
18. Gloves & Uniforms Gloves must be flame retardant. Uniforms will be a brand name 2 layer suit with an SFI tag or patch. If the uniform is 1 layer you must wear the fire retardant under garments.
19. Neck Brace. Neck braces are mandatory and must be worn at all times.
20. Helmet Helmets are to be full coverage competition type fire retardant and one of three latest snell approved. MUST BE AN "SA" APPROVED HELMET. NO MOTORCYCLE HELMETS
21. Fuel. ONLY methanol may be used. Toplube is ok. No other addative will be allowed.
22.Weight. A minimum weight of 775 lbs for car and driver will be the rule at this time.
THIS WEIGHT IS TAKEN AFTER AN EVENT AND IS TAKEN WITHOUT ADDING ANY FUEL.
23. Tires Right rear tire rule must be a durometer 50 tire. Tire must punch a 50 or more. This can be a Hoosier or American Racer tire. We will be checking tires. Front and left rear tires can be what you want to run.
24. Electronics A. No radio communications to your pits are allowed. On/off switch must be on dash, top of cowl or on steering wheel. It must function so that killing the main power will shut off the fuel pump. The charging system must remain in tact and operational.
B. RACEEIVERS ARE MANDATORY. We will be using raceivers this season.
25. Battery. A. Wet cell batteries capable of starting a 600cc motor and mounted so as not to move. It must be covered.
26. Suspension. A. Any shocks are allowed. Cockpit adjustments of shocks are allowed.
27. Brakes. A. Brakes must be sufficient enough to slide the tires while the car is in motion. Front brakes and proportioning valves are allowed.
28. Bodies. A. All body panels must be attached firmly to car. No home made body panels will be allowed.
29. Wings. A. Wings must be a total of 12sq. feet . The right side board can be 54" x 24" . The left side board can be 54" x 26" . Sides must cover center section. All wings must have 1/16" radius edges or edging. Wing sides cannot be more than 4" below the top of the roll cage.
30. Chain guards. A. Chain guards are mandatory. Material will be made of .090" thick aluminum or equivalent and will run from the front of the front sprocket to the center of the rear sprocket.
31. Numbers. A. Cars numbers are on a first come first serve basis and will be retained as long as membership is maintained. In the case of duplicate numbers, the newest member will have to change their number or will add a letter to the number.
B. Cars must have legible numbers in contrasting colors on both sides of the tail tank, both sides, AND TOP OF THE TOP WING. The minimum height is 8" on both sides of the tail tank
12" on the side of the top wing, AND LARGE ENOUGH TO BE SEEN BY THE SCORERS ON THE TOP WING. SUGGEST 16". All members should display the GMSA logo on both sides of the top wing.
SAFETY ISSUES
A. The track management will be responsible for assuring qualified medical and safety personnel are available during GMSA events. As a general rule, racing facilities do an outstanding job with this requirement. GMSA members should refrain from getting involved in medical or safety issues and allow EMT personnel to do their job.
B. Each race trailer should be equipped with at least 1 ten pound fire extinguisher.
THIS WILL BE MANDATORY.
C. Any car losing excessive oil, fuel,or water will be black flagged and must leave the track to do repairs. Any car that is black flagged is no longer being scored.
D. Any members with push vehicles at the track are encouraged to assist on the track whenever possible.
INSPECTIONS
A. Safety inspections will be conducted at the beginning of the season and periodically through the season. Safety issues that surface throughout the year will be corrected before allowing the car back on the track. The safety Director and President will make this determination.
B. Engine inspections: Inspections will be done at a time to be determined by the rules committee. All ECU boxes will be checked before the season, throughout the season, and maybe the top 5 after each race. We also will be able to check the bore and stroke on all engines. If an engine is found to be illegal ,the driver will be disqualified and will not recieve points or money. If a driver is caught 2 times that driver will not race the rest of the season.
C. The top 5 cars may be weighed after the feature race. The combined weight of car and driver will be 775lbs.
D. In the case of a car being disqualified, all cars will move up to the next position and receive the points and money for that position. Any car found to be running an illegal motor twice will not be allowed to run for the rest of the season. If a car is found to be underweight the driver may be disquallified from the position and may recieve last place points and money. The punishment for this rules infraction will be determined by the officials.
Pill Draw, Line Up, and Race Procedures
NOTE: Most tracks will open the pits at 4 to 5PM. All racers are encouraged to arrive as early as possible as pit parking will fill up fast. It will be to our advantage if we can all pit together.
A.Driver's Meeting : All drivers must attend a drivers meeting, normally held between 5:30 and 6:30. This meeting will clarify any issues between GMSA and Track rules and procedures. We will have a driver sign sheet for the drivers meeting. You must sign this sheet. Anyone not attending the drivers meeting will have to start in the rear. The pill draw will take place after the drivers meeting.
B. Pill Draw : We will be doing our own pill draw and line ups. All drivers will draw a pill for position. If you elect to start in the rear you must still draw a pill and then tell the race director of your intent to start in the rear.
C. Heat Race Line-up: As a general rule, the number of entries will determine the number of Heat Races to be run.
20 cars or less will be cause for 2-heats with an equal number of cars in each. 20 to 30 cars will be cause for 3-heat races. More than 30 cars will be cause for 4 or more heats.
LINE UP EXAMPLE: Three heats are planned, the lowest number pulled from the pill draw will start on the pole of the first heat race. Second lowest number will start will start on the pole of the second heat. Third lowest number will start on the pole of the third heat. This will continue until all drivers are placed in a heat. Any driver not drawing a pill will start in the rear of the last heat. After the heat races, the winner of the first heat will roll a single die to determine how the feature race will line up. A roll of one, the field will start as they finished the heat race. A roll of 5 would invert the first five rows. 5th to 1st, 4th to 2nd, 3rd unchanged, 2nd to 4th, and 1st to 5th. AT EXTREMELY SHORT, TIGHT RACE TRACKS WE WILL
INVERT CAR POSITIONS INSTEAD OF ROWS OF CARS.
D. A driver must start in the Heat race he assigned to. Any driver not starting in the heat race he is assigned to will be scored in last place in the heat for the race they were assigned to. If more than one driver misses his heat race, their finish position will based on their pill draw number.
E. AT THE START OR RESTART OF ANY RACE, THERE WILL BE NO PASSING UNTIL YOU REACH THE CONE. THIS MEANS YOU MUST REMAIN IN A NOSE TO TAIL FORMATION UNTIL YOUR CAR PASSES THE CONE. THIS RULE IS FOR SAFETY REASONS. IN THE EVENT SOMEONE PASSES BEFORE THE CONE, THE RACE WILL BE YELLOW FLAGED AND THE GUILTY PARTY OR PARTIES WILL HAVE TO MOVE TO THE REAR OF THE OUTSIDE LINE. WE WILL TAKE INTO CONSIDERATION THE FACT THAT IF A CAR DOES NOT FIRE AT THE START,SOMEONE MAY HAVE TO PASS TO KEEP FROM CAUSING A WRECK. WE WILL TRY TO HAVE A RACE DIRECTOR AT THE FLAGSTAND TO WATCH THE START. WE ARE SERIOUS ABOUT THIS RULE.
RESTARTS: THE LEADER OF THE RACE WILL HAVE THE CHOICE OF WHERE HE RESTARTS, INSIDE OR OUTSIDE THE FRONT ROW 2ND WILL START ON THE FRONT ROW OPPOSITE THE LEADER AND ALL REMAINING CARS WILL DOUBLE FILE BEHIND THE LEADER. THE LEAD CAR MAY RESTART AT ANYTIME AFTER ENTERING TURN FOUR. YOU MAY NOT PASS UNTIL YOU PASS THE CONE ON RESTARTS. ALSO,WE EXPECT THE DRIVER ON THE POLE TO SET A STEADY PACE TO THE START AND NOT SPEED UP AND SLOW DOWN ON THE PAC
YOU WILL BE ABLE TO DROP 4 RACES THIS SEASON. THIS CAN BE RACES YOU MISS OR BAD RACE FINISHES. ANYONE CAUGHT WITH AN ILLEGAL MOTOR A SECOND TIME WILL BE BANNED FOR THE SEASON . OTHER FORMS OF CHEATING WILL, ON THE FIRST OCASSION, MAY BE DISQUALIFIED FROM THAT RACE LOOSING BOTH POINTS AND MONEY.
